As Helen Dixon concluded her tenure at the Data Protection Commission on 19 February 2024, it presents an opportune moment to reflect on her impactful 10-year journey and contemplate the path forward.
Ms. Dixon can take pride in several notable achievements:
- Elevating the Profile of the DPC: Serving as the face of the Data Protection Commission, she effectively communicated the intricacies of GDPR across Ireland, ensuring widespread awareness.
- Strategic Staff Expansion: Meeting the challenges posed by GDPR head-on, Ms. Dixon successfully expanded the DPC’s staff, demonstrating her foresight and commitment to addressing the evolving landscape of data protection.
- Confronting Tech Giants: Taking on major tech corporations headquartered in Ireland, she played a pivotal role in asserting the authority of the DPC in the face of formidable opponents.
- Influential Investigative Decisions: Crafting thorough investigative decisions aligned with GDPR principles, Ms. Dixon minimised the risk of legal challenges, showcasing a dedication to upholding the law and setting precedents.
- Pragmatic Decision-Making: Demonstrating a balanced and fair approach, she navigated the complexities of dealing with Data Protection Officers (DPOs) and organisations earnestly striving to comply with the new legislation.
While acknowledging these achievements, it’s essential to recognise areas for improvement:
- Timely Guidance Delivery: Acknowledging the occasional delay in disseminating guidance to the eager Data Protection Officer community, an aspect that requires attention for smoother collaboration in the future.
- Website Usability: Addressing navigational challenges on the DPC website, with particular emphasis on improving the user experience and ensuring the preservation of critical information.
In summary, Helen Dixon’s tenure as the head of the DPC has been overwhelmingly positive. Her adept navigation of the intricate waters of data protection deserves commendation, managing to keep most stakeholders satisfied during her tenure.

Simultaneously, we express our optimism for her successor(s) in facing the upcoming challenges in the dynamic realm of data protection. With the GDPR still in its infancy, and the landscape evolving with the advent of artificial intelligence, changes to cookie and ePrivacy regulations, and the broader implications of the EU’s digital strategy through the Data Act, the incoming Commissioners have sizable shoes to fill.
